Overview
DB Best created Oracle Reports Converter with a clear goal in mind — modernizing outdated Oracle Reports.
It adds up to the default Oracle Forms Converter functionality, allowing users to convert Oracle Reports and Forms. Depending on needs, users can choose different licenses for converting reports, forms, or they can choose both.
The product allows users to break free of the expensive stack of Oracle technologies. No longer are you tied to the Oracle infrastructure such as Oracle BI Publisher or the default Oracle Reports Builder. Instead, you can use the power of SQL Server Report Services (SSRS) for the same needs.
Use the convenience of our DB Best Oracle Reports Converter on your way to modernizing your solution. Make the first step towards moving to more advanced platforms and their reporting services.
Make reports clear
Automation is both a money saver and a modernizer. This was the major driver for creating Oracle Reports Converter — a new and cost-effective way of moving away from a deprecated Oracle Reports technology to its officially supported counterparts.
DB Best Oracle Reports Converter was specifically crafted for turning Oracle Reports into SQL Server Reporting Services reports. Alongside SSRS, we plan on adding additional alternatives for converting Oracle Reports on officially supported reporting tools.
Take advantage of SSRS reports while maintaining the Oracle platform. Or use this opportunity as a starting point for moving from Oracle to another platform.
Easy to use
You can start working with Oracle Reports Converter right off the bat. The program requires .XML files as the source input — one of the default Oracle Reports formats.
If you have binary files instead, Oracle Forms and Reports Converter can turn them to .XML on the fly. Just run the Converter on the same machine, where Oracle Forms and Reports is installed.

Core features
Here is how Oracle Reports Converter delivers quality.
Assessment report
Oracle Reports Converter will assess the complexity of your future conversions. The complexity levels for each project’s conversion are based on the required manual effort and specific parameters: functions, format triggers, etc.
For the manual effort, the assessment report provides a ballpark estimate for completing the conversion.
Next-level automation
With extensive support for different types of items, Oracle Reports Converter achieves at least 80% automation when turning Oracle Reports into its SSRS analogs.
Powered by automated algorithms, the Converter requires only slight manual tuning for objects that reside in the Action Item menu.
Fast resolution
Oracle Reports Converter is quick on delivery. After a brief preparation, it produces a result that can be instantly reviewed by pressing the Publish button.
From the moment you upload an .XML file, the Converter requires minimum efforts to receive a fully working .RDL report ready for use in SSRS.
High efficiency
By fully preserving their layout and data model, Oracle Reports Converter achieves its main goal — it makes reports retain their core structure in SSRS.
After you settle into the SSRS environment, you will discover contemporary reporting techniques — drilldown, drillthrough, subreports, and other tricks to help you turn reports into impressive datasheets.
How it works
Preparing to export
To start the conversion process, you need an .XML file first. If a file has another extension, you can convert it to .XML using the Oracle utility — part of the Oracle Forms and Reports Converter functionality.
Holistic assessment
After uploading reports to Oracle Reports Converter, the program analyzes their complexity. The overall score, as well as color indicators, are based on the required manual effort required to complete the conversion process.
For that measure, Oracle Reports Converter generates a list of action items — the objects that require manual tuning. They are divided into three categories: easy, medium, and complex.
Users can see the full list in the Action Items tab and export it to a .CSV file for further tuning.
Conversion
During the conversion step, the program automatically processes the source PL/SQL code from Oracle Reports and splits it into two parts:
- the first part includes sending special packages to the Oracle database — these packages enable data transferring from the source Oracle database and showing it on the target SSRS server.
- the second part is an .RDL report with its layout to maintain the core Oracle Report structure for publishing in SSRS.
After the completion, Oracle Reports Converter will show the source and target analogs — users can now compare the source material and its output. Advanced users can also inspect code to ensure the conversion was completed successfully.
Deployment
After uploading the converted reports to the SSRS environment, users can enjoy a modern toolkit that is officially supported by Microsoft.
Oracle Reports Converter allows users to choose between two methods of publishing SSRS-ready reports:
- Publish to files — if there is no access to the SSRS environment at the moment.
- Publish to a Visual Studio solution for extra development purposes.
Then, if required, users can start manual tuning based on the previously saved Action Items list. This will help preserve the core Oracle Reports structure.
What you get
In the end, you receive SSRS reports that provide you with the same data visualizations as from Oracle Reports. But instead of using deprecated Oracle utilities, you can create identical reports using a Microsoft-supported platform, as well as making new reports with extra features, including drilldown, drillthrough, and subreports.
Migrating reports to another platform can be a plain affair and a good first step for migrating the whole database environment to modernize your enterprise-grade workloads and data consuming apps.
